Under Executive Order No. 129, signed by President Ferdinand Marcos Jr. on October 26, the corn import quota was increased by 280,000 metric tons (MT) from the existing 220,000 MT, bringing the total minimum access volume (MAV) to 500,000 MT under the Agricultural Tariffication Act, as amended.
The measure aims to help bridge a projected domestic supply shortfall and ease pressure on feed prices, which could otherwise raise production costs and push up retail prices of pork and, to a limited extent, poultry.

The Department of Agriculture said the additional imports would be allowed during the lean season and would serve as a supplement to domestic production rather than displace locally harvested corn.
The quota increase comes amid a projected yellow corn deficit of about 1.42 million MT from March through December 2026. The government cited production constraints and rising fertilizer, fuel, freight and other agricultural input costs, with weather-related disruptions and the potential effects of El Niño posing additional risks to supply.
