The Danish Agriculture & Food Council (Landbrug & Fødevarer, L&F) has challenged the legal basis for the government's proposed temporary halt to the establishment and expansion of conventional pig farms, calling for the proposal to be withdrawn.

In its consultation response, L&F argues that the government has not demonstrated sufficient legal authority to introduce the measure through an amendment to the regulations governing environmental approvals for livestock holdings. The organization points out that the Livestock Holdings Act is intended to protect nature, the environment and the landscape, while animal welfare is addressed through separate legislation.

The government has justified the temporary halt by its aim of improving pig welfare while the future regulatory framework for Danish pig production is discussed.

According to L&F, the proposal could affect farms, slaughterhouses, exporters, and suppliers. The organization also says that an assessment of the measure's economic impact on businesses has not been carried out.

L&F says it is preparing for possible legal proceedings but would prefer the government to withdraw the proposal and review its legal basis.

The objections reflect L&F's position; they do not mean that the government has withdrawn the measure. The Danish Agency for Green Land Transition and Aquatic Environment has described the measure as scheduled to enter into force on October 26, 2026.
