The common agricultural policy after 2027

EU agriculture ministers pointed out the importance of the CAP in achieving those objectives. They also highlighted the key goals of ensuring food security, while guaranteeing a fair standard of living for the agricultural community, concrete solutions and incentives for farmers, and reasonable prices for consumers.

The Hungarian presidency issued a set of presidency conclusions on this topic, which were supported by 26 member states:

• General Objectives: The post-2027 CAP should focus on fostering competitiveness, sustainability, resilience, and food security, providing farmers with a predictable framework to help address environmental and climate challenges.
• Farmer Support: The CAP should be centered on farmers’ welfare, ensuring fair distribution of funds and a delivery model that reduces bureaucracy and facilitates the implementation of strategic plans.
• Competitiveness and Position in the Food Chain: The document emphasizes the need to improve transparency and trade practices, support small farms, and encourage generational renewal in farming.
• Green Transition: The CAP should incentivize sustainable agricultural practices, supporting the use of innovative technologies and eco-friendly farming systems to meet climate and biodiversity goals.
• Crisis and Risk Management: It highlights the importance of improving preparedness and risk management tools, as well as strengthening water resilience, in response to increasing climate and market crises.
• Research and Innovation: Emphasis is placed on the role of research in promoting knowledge-based, sustainable, and competitive agriculture, with additional support for Agricultural Knowledge and Innovation Systems (AKIS).
• Call to the European Commission: The future Commission is urged to integrate these conclusions into legislative proposals for the post-2027 CAP, promoting timely adoption to facilitate decision-making.
